Overview
The Tokyo Metropolitan Government Building (Tocho) offers completely free observation decks at 202 meters, providing sweeping views of the city from twin towers designed by renowned architect Kenzo Tange.
Highlights
- Free Admission: One of the few high-altitude observation decks in Tokyo that charges absolutely nothing for entry.
- Mt. Fuji Views: The west-facing South Observatory provides the best chance of spotting Mt. Fuji on clear winter days.
- The Architecture: Kenzo Tange's dramatic postmodern design, completed in 1991, deliberately echoes the facade of Notre-Dame Cathedral.
History
Completed in 1991 at a cost of ¥157 billion ($1 billion), it was controversial at the time for its perceived extravagance during Japan's bubble economy. The twin towers served as a symbol of Tokyo's global ambitions.
Visitor Tips
- North vs South: Both towers have observation decks. The North is more popular; the South is quieter and has the bar.
- Evening Visit: The decks are open until 11 PM (North tower), making it a perfect free nighttime activity.
- Duration: 30–45 minutes.
